Player who reached level 30 through assisting the enemy team. Reporting = useless?

Had a game with a guy going AFK, who was feeding enemies, standing at the tower watching it be destroyed with full HP, running straight into enemy towers. You name it, he did it.

So I decided to look at the** last 20 games** he's played on his profile. ALL of his games he had 0 kills and a lot of deaths in every single one. He is level 30 , I'm doubting he played properly then decided to suddenly do a 20 game feeding/AFK marathon, meaning he has downloaded and played this game for the sole purpose of trolling and ruining others experiences. This person has reached level 30, with god knows how many previous reports and is still going strong in his troll game. How the hell has he not been permanently banned yet, is reporting totally useless? he would have been reported by ATLEAST 1 player per game, his playstyle was obviously intended to assist the enemy team as much as possible.

I have reported it, but I don't see anything happening to the account as he's obviously made it to level 30 doing this. And before anyone says I'm lying i screenshotted his past 20 games and will gladly show them, just wasn't sure about any ''name and shame'' rules which would remove the post.

The guy has 44 minute-long games where he hasn't died once, hasn't assisted once and hasn't killed once. I am not 100% sure as I'm newish but doesn't Genuinely being AFK too long kick you? If I am right, the guy has been walking around doing nothing in a game for nearly an hour, his devotion to trolling is next level and he needs to be rid from this game.

As a new-ish player, I'm wondering whether reporting and typing out a message is even worth it after this.

That sounds like a bot.

Bots get banned in waves (once every 3-4 months) together with other bots. It makes it harder for the bot developer to know what got them caught.

As said above, likely a bot and gets handled differently and automatically.

It'll probably get sold now that it's at 30, and in a few weeks, we'll have someone on here whining about a 3rd party ban 'he didn't do'.

Can you imagine how hard it is to detect for Rito, you can not expect them to look at every match of every person.

I've literally seen videos of high elo players inting and boosting and its obvious asf but rito doesn't do anything they just don't care. its not gunna change until something big happens that makes them lose money.
