If all Chat is off or on, my teammates ally with enemy team to focus me down.

These kids get me too so much, thinking their wining since they can't 1vs1 but can only 4 vs 1 than continue to talk smack afterwards Like hell wtf is wrong with these kids don't they have other plans besides making other people toxic?

Can't riot do something, i hate these toxic pricks & mostly i'm older than them, but telling me to killed myself is absurd and I would just say MIRROR, but i can't say anything else, because it would make me consider toxic.

well there is an all chat off button and all chat has to be turned on in the first place since the default is off so you cant complain about something you decided to do

You are BRAND new to this game. Stop focusing on what Riot should do unless it pertains to the new player experience specifically. Just learn the game, turn off all chat, and have fun.

You don't understand the question. Why do you think i turned it on for @ least 5mins or so? I see everyone else being toxic too each other once i enabled that, but i know when my teammate is giving my situation away to the enemy team.

YES, they could remove it. But why should they? I have had far less problems from enemy chat then my own teams poor comments!

There are some things you have to brush off.

If your teammate is in all chat telling the enemy what you're doing, then you have a report. Intentionally assisting enemy team. There's an advantage to your enemy team having to figure out what you're doing and then react. if they know already, your efforts are wasted.

Just report them, block them end game, and move on.
