i love how 'giving up' is a report category now while surrendering is still perfectly legal. lol?
should i report my entire team if the vote goes through?

When the surrender vote passes, a super-majority (4 out of 5) of the players on the team agree that the game is not worth continuing.
"Giving up" involves trying to lose the game faster despite the wishes of the other team members.
They want you to report people for giving up if they give first blood or lose lane and give up, not for surrendering in an understandable situation. I hope.
