My computer shut downed because it was "overheated" 0% available, plugged in, charging. BUT it isn't charging. Someone's computer freezing 1 time is different than a rage quit(although the effects are identical). But punishments aren't handed out for individual leaves, but rather for leaving games at an unacceptable rate. There is built in leniency for occasional problems but if you are at the point of being punished you have used that up. Think of it like negligence.
It is a common misconception that leaverbuster only exists for rage quitters, but it is also to curb people with frequent connection/computer issues.
Yet, how would they be able to tell the difference?
