LovesHalloween Twitch streamer streaming himself feeding/trolling.

Hi there everyone, my name is Spentcer. I have concerns about a new Tyler1 problem on the rising. His twitch name is LovesHalloween, and he is a "Professional inter." The concerns about this man will grow as to people are finding his twitch channel with publicity from YouTube's RossBoomsocks. He has developed a way to make it so he will not be banned by the system > "Run down mid three times, and then I will will AFK farm the rest of the game." -LovesHalloween

The concerns I am holding is that this man is doing the same thing most people on twitch get banned for, and gets away Scot-free. He is pulling a Tyler1 while he is being toxic, and ruining people's game in ranked mind you. He will feed in promos just because they are low elo, just because they aren't a higher elo already. People like this are ruining the game, and his chat agrees with him on everything he does. Abusing the system is one thing, but having people agree with you while you ruin other games is another.
