Reporting pregame

I see more trolling and unsportsmanlike talking in the pregame lobby than I do in game. It means that even if the toxic player is going to get reported they still get one game under their belt of being toxic. It's absurd to me that a player can't be reported at any time they are toxic, only at the end of the game after the toxicity has had its affect. The toxic player gets the win in their minds for at least one game and, possibly, more.

It's because they don't record pre and post game lobby chat. They never have. If it was, you'd see it in chat logs, but you don't. So people who don't want to get banned will be a dick in pre and post game lobby all they want, knowing there's no recorded evidence to get them banned.
