so i just recently received honor level 4, but then i remembered that you can get honor capsules; but I've yet to get one. Does this mean I'm honorable enough to level up honor but not honorable to receive capsules? or just not lucky enough?

I think it's just chance. I haven't gotten one either and I'm honor level 4.

Same here i'm honor 4 but no capsules but It's all good.
