How can we avoid Perma-Ban!? Why no Mobile Authentication?

This has happened to a couple of my friends already.

**1) Account gets hacked. (virus, keylogger, malware, anything) 2) Hacker plays on account with cheats (or verbal abuse) 3) Hacker gets hacked account banned

** Meanwhile: 1) You may be inactive because of real-life 2) You're attempting to recover your account but not fast enough

And thus: Riot sends you an email and says something along the lines of - Regardless of who was in control of your account, your account was still used to create negativity in the game environment and so your indefinite suspension will not be revoked.

Solution? How about Mobile-Authenticators like Blizzard uses? Even lesser-played MMORPGs use this security system. I have not been banned yet. Ever. 6 years clean. However my account is worth a lot since I own 98% champs, have been Diamond several seasons, and have multiple skins. If my account gets hacked and perma-banned I will be upset. I want a preventative solution to avoid Account compromisation.

How about another solution? What about IP tracking? Ban the offending IP, not the account.
