Does that count towards reporting for giving up? Sometimes teams are just really negative and toxic and try to surrender over small leads when little to no objectives are down.summoner 3

Nope. Giving up is a team decision. If most of your team wants to give up, there is nothing you can do to punish it.

Mostly true, but not quite completely. If they were doing it with the intent to troll, then it is not acceptable. I couldn't find the quote, but I remember Tantrum making a comment on this specific type of situation.

No, you are allowed to start surrender vote at any point. Even if only enemy nexus is up.
