Had a team surrender with most of our towers up, is that okay? Or can I report them for giving up

Does that count towards reporting for giving up? Sometimes teams are just really negative and toxic and try to surrender over small leads when little to no objectives are down.

Nope. Giving up is a team decision. If most of your team wants to give up, there is nothing you can do to punish it.

No, you are allowed to start surrender vote at any point. Even if only enemy nexus is up.
