There are support tickets if you dodge and a variety of applicable categories at the end game screen if you don't.

Fill out the form. It removes the comment box and submit button once you pick a category, and links you to the forums.

Not sure what your issue is. I am looking at it right now. and seems everyone else can too. If you choose "game and features" then "feedback" it directs you to the forums. If you select "General question" you can submit a ticket.

Tho the OP presents the issue in a passive-aggressive way, the OP actually has a point there. Some toxicity that happen in game actually starts during champion selection (not as much as it used to tho).
