lately it has been a rampage of people and their shitty internet and last game was a easy win but I had 2 assholes in my game one with shitty internet and the other with windows xp who seemed like she was 30 seconds behind in the game throwing skill shots at nothing and just standing there.
report them for what ? trying to play a video game ?
i swear every one wants to report for everything and ban every one from the game... if this happens then there would be no players

Last time I checked, playing on a computer made out of shit was NOT reportable. I for one would applaud their ingenuity in making a working gaming computer out of shit. Though I gotta wonder out of all the materials, why shit? Seems like it would stink up the room. Oh the young people these days.

You can report anyone for any reason. You don't need to ask for permission. Whether your report will be thrown out or not is a different story.
They will be handled by the Leavebuster regardless of whether you report them or not. They will not get banned though if that's your wish because LeaveBuster very rarely hand out time ban.
I would love to see the statistic behind this "rampage" number of people though...
South Dakota is pretty much the middle of nowhere (can confirm, lived there most of my life and I'm glad to be out of there), and you can get away with a lot of things because of that fact. Just because you can doesn't mean you should be able to, however.
