How to get a player get a lifetime ban?

Found this guys smurf who ints to stay in low elo, unfortunately he was on my team. These accounts need to be permabanned. They ruin games to be simply put. You should always be looking to win in each and every game. Smurfs are ok, but they are for practicing and not staying in low elo. Anyway, I looked into this guys account even more and realized that he streams his videos, also has a very small youtube channel. This guy is so unbelievably toxic and abusive of the whole system. I made a previous post but deleted it because it was "named and shamed" though this guy was worse than tyler1 at his worst. This player is terrible for the community and I believe he needs a lifetime ban on all of his accounts. I dont normally think this should happen, but in this instance this player should never be a part of this community again
