Scripter running about in League of Legends

I've played a game with a possible scripter (If not a smurf with multiple accounts) at around 1:20 PM today in the NA servers. It was obviously a Xerath (we all know that he is the top pick to script) and the player was toxic as he could be without passing a threshhold telling some players never to play and threatening us. Also said racial gestures calling us N*ggers. Other than being really toxic he is also really cocky as if he knew he would win the game, and he did, which is usually another sign of being a smurf or a scripter. I've also searched up his match history and currently at this day 3/4/18 He has only three games and have had high amount of kills. In the last two they have ended very fast barely into the mid game. One game had him win early on and steamroll before losing however afterwards he then won the game (possibly trolling and throwing on purpose). It's strange to see him also do so well since in his past history since 2015 did not have Xerath with games which seemed normal. Is there anyway I could report and find justice? Also last note; the tribunal is still within the contract of LoL terms and services but it's been down for awhile. When will Riot remove this?
