Ranked (Placed with someone you reported.)

I'm playing a game of ranked and I get placed with someone who intentionally feeds and gives up the game. I report them. I get placed with that person in another game and I'm forced to Q Dodge. Why, when I report someone, should I be placed back with them in the next game?

Furthermore if someone is placed with you again and they do the same thing again (feed terribly and refuse to play with the team) after asking you if you reported them they should be thoroughly punished. It's a large waste of time and potential. It's also very toxic to be placed with them again. I would understand if the player pool was smaller in platinum.

This isn't the first time it's happened to me but this is the first time it's happened above Gold.
