chat restriction is bloody working? or is it?

i just got chat-restricted from 1 game of being tilted got 3 troll-teams in a row.. (didnt flame, curse or threaten anyone at all):

totally fair IMO, but how can there be ppl out there who are NOT chat-restricted then ? or even permbanned? :D i think it is totally undeserved, as i know i never flame/blame or tilt, im usually the calm-midlaner who just asks ppl to calm down and stop typing, but i had a moment here, cause i got pure trolls whole day (which Riot doesnt care about even for one second)

MY QUESTION (as i know complaining about this ban will do absolutely nothing):

can i get rewards if i show normal behaviour again? as i always do?

Absolutely. Showing consistently good behavior will reduce your account's punishment level for future punishments, and restore your ability to get rewards.

As someone who has NEVER gotten a punishment in seven seasons, I have also never typed stuff like this:

Nor, for that matter, do I spend entire games complaining about the play of my teammates. One or two constructive comments and some supportive team-building, sure. Constant criticism without any encouragement or much in the way of productive comments, no.

That is how you avoid chat restrictions (which about 80%-90% of the community never receive, if I remember my numbers correctly).
