I heard in this new season with all the changes and things they were going to unban all permabanned accounts is that true ? I mean why not unban them new season fresh start for everyone . The thing is people will downvote for what ever reason and say toxic people need not be in the game . Here is the thing 100% of the community is toxic because anything is toxic because people get butt hurt

Tyler1 had a history of poor behavior ranging from verbal harassment to gameplay trolling to using smurf accounts to circumvent his bans, hence why he got such a harsh punishment to begin with. His accounts aren't being unbanned, but rather the ID ban on him is being lifted on the condition that his current accounts display no poor behavior.
Not all players are toxic, and while everyone has bad days/games every now and then it's only the people who make punish worthy behavior the norm rather than the exception and get reported for it that receive punishments. Riot is willing to lift or reduce punishments that were applied in error, but outside of those rare instances they do not lift permanent bans off of accounts. Why? Because there has to be some lasting impact to encourage people not to behave in the way that caused the permaban in the first place. It wouldn't be much of a punishment if you could just wait a year to get your account back (it is called a permanent ban after all).

I never use chat except the occasional "gj" when my team does a cool thing, I play my hardest every game and mute those that are pretty much not going to make things enjoyable. Really no reason to put my account at risk because someone else wants to be an "alpha." The same alpha who gets butthurt over every little mistake and let's their emotions control them.
And no, Riot is not unbaning noted toxic player accounts. They're potentially lifting T1s "ban on sight" ruling if he shows no signs of toxicity on his current account(s). He will not have his old accounts unbanned.
