How to report someone advertising elo boosting?

I just got friend requested by some player who then messaged me saying "Hey. I was the person from earlier. I was boosting. I thought you might be interested since its cheap atm" and then provided a link which I'm not going to post here. I know boosting is reportable and I want to report this guy, but I never played a game with him. So how do I go about doing it?
