Since the automated system is so bad it can't even deal with flamers, let alone inters, trolls or afkers (if they move around to cheat the leaver buster), the most respectable members of the community should be appointed by Riot as moderators with the ability to give chat restrictions and bans. Perhaps the chance of running into one in their own game and getting punished right away would discourage people from being toxic at least a little.

No, I wouldn't trust community members nor would I trust them to detect more soft intentional feeding.

Because honor is such a dependable system and no one would ever abuse their powers on a bad day.

System does fine usually with flame. We do need improvements on gameplay toxicity though.

Another player had a similar suggestion for creating Player Moderators.

I did some math looking at the possibilities. It's here, if you'd like to take a look.

Long story short, it looks to me like it'd take about $20 from Riot every time they choose to review an action taken by these mods. That would either be a massive expense to oversee the program, or there'd be a massive abuse of power that would cost Riot even more to correct after the fact.
