Rank Porblems

Ok, I was playing rank yesterday, as Teemo, i went against a garen, I was first pick and he still picked garen. The problem is in lane i had this delay everytime i had garen around but when roaming other lanes I had no delay on my champion's abilities at all. I won that match but i lost the lane the garen acted pretty confident when attacking me and it was always there wheni had the delay. Please any guesses would help, mi MS was 110 and my fps was 60-73. Its not the first time this happens, I've been against players and had lag spikes off the charts only when they are in range and lag stops when they arent seen around near me.
