Does saying something while reporting make a difference?

I just got out of a game where a Wukong harassed a Yasuo for building poorly and was wondering if adding a little statement in the report window actually made a difference for what you're reporting.

Would he still be investigated for harassment if I didn't express any additional details?

What additional detailed help the system serve a justified punishment?

I think it is more for those who do something that is hard for the automated system to detect, like sitting in lane but avoiding farm/fighting or inting or trolling teammates. Easier for riot to find that way i believe.

Since I'm not sure about stuff that is written, I recommend typing what they wrote anyways.
