Well, if you need the info, I was going to go top, and he was going to go jungle, then our mid laner asked for top, so I gave it to him. Then the teemo asked to trade his jungle role for top. I was trying to be nice. I guess I'm just a jerk.

IF it was a connection error, you need to do something where you can run a ping check or ms check and disallow players that don't meet the requirements from joining ranked or something, but I think he was trolling.
