Why isn't "account boosting" a report option?

I mean, if they want us submitting tickets when we have suspicions, then they obviously care about our input. Why then, isn't it just a regular report option? Especially around this time of year, where suddenly every other game, our Riven goes legendary, obviously far outclasses everyone, and then when you check how many games they have Riven out of curiosity, you see that they have 12 games only, ALL in the last week, every time going 20/x/x, and having had a flatlined ranked progress bar until last week?

It's VERY prominent to see this in the last 2 months of ranked, and I don't want to put in a ticket every time. It also puts me off ranked. The losses feel bad, and the wins feel unearned.

You can find info on the new report options that are on the PBE by clicking this link. For this scenario I would suggest marking Cheating as your report option and clarify in the comment box below.

the cheating option seems a bit abusive, sorry to say but the description can't be proven without seeing it on stream, and even then...hard to tell, you're just going to get salty players who lost reporting everyone for cheating, because it's not possible they could just be better than them

same reason boosting is a bad report option, 1/100 times someone gets reported for this...MAYBE they'll admit to doing it out of stupidity, and 9/10 of those admits are just people having a good game pretending they're a smurf, so it's a bad option to have. Another tool for salty losers to use when they're mad that someone better won.
