Queue dodging

Old topic I'm sure, but it doesn't seem fair that I cop the punishment for dodging when one of my teammates isn't playing seriously in ranked, and they get off scot-free. I think an option to dodge and report from champ select is a necessity, and surprised it hasn't made its way into the client sooner. Penalties unchanged, though possibly treating the report like a queue decline - too many and a penalty is applied.
