I mean, you can report anyone. But no, the brand won't get any punishment, brand is whats known as a burst support, he deals a shit ton of damage bot lane.

No, going off meta isn’t reportable. If they’re not trying to win, then you can report them as such with a bite describing the behavior.

On another note, that’s not really off meta. Supports like Riven Lee Sin, Rammus, leBlanc, those would be off meta, IMO
