Why Does Riot Games allow people to troll?

So I was playing ranked. Won 4 games in a row. Lost 1 and won it back. I was about to be gold 5 when on my 7th. Everyone on my team is inting and has a negative score. Like 0/4 1/8 and so on. While me I had a positive kda. I was ganking and things. My Mid laner on the other hand was literally afking mid, standing behind the turret and doing nothing. She allowed the other mid laner to roam and kill my top and adc and she never pinged about it. She was 2 levels lower than the other mid laner throughout the whole game. Level 3 other mid laner level 5 and so on. Their mid laner had 2x my laners cs. When she wasn't afking mid she roamed my jg not ganking anybody and my jg was already cleared so she was roaming nothing. She would stand still and go back to lane 5 seconds later. My whole team inted 0/5+ while I was like 5/7 cause of their fed mid laner. I said what are u guys doing??? They were like its silver and thats apparently a good excuse to int your lane and saying change your attitude when my mid laner was CLEARLY TROLLING. Honestly riot this isn't fair, my hard earned LP being lost to some people trolling in game... She was afking and doing nothing in lane literally, never engaging and such when I went in to gank always behind the turret from time to time farming

They don't allow people to troll. They simply cannot catch them easily

They don't allow it. They eventually catch them, but not as easy as they can catch chat toxicity. That's why more people are banned. Because they expose themselves in the light screaming "ban me for my ignorance" and Riot does it. Trolls, however, they're in the dark, they tend to get away with it for a few games, but in the end, the Reports pile up.

However, everyone's definition of "trolling" is quite different for everyone. But they do eventually get caught.

Everyone is gonna tell you don't allow it but they do and now they have it so you can be banned for calling a troll out so watch out in your games and gl

Sounds less like trolling and more like lack of macro-awareness and overall skill to me.
