I didn't get my season Reward

The day after Season 8 ended I was G5 with 0 LP because I didn't play ranked and I was losing my games. I dropped back to S1 then back to G5. My friend who was S4 got his rewards. I didn't get my rewards. Is it because I'm honor level 0 or something???? I didn't recieve it because I don't have the border and I don't have the Icon sooooo any help?

Riot has literally said that you need to be honor lvl2 to get ranked rewards
