Chat logs are scanned by a robot automatically upon report.

When you report in game, the logs are reviewed. If you're reporting in a ticket is best to describe the behavior.

It does not, because Riot is already very capable of pulling logs.

However, telling them specifically why you're reporting the player can help, as it means they're less likely to miss it, and they can find it faster because they can skim through the rest.

Let's say I report a player for being toxic. If I leave it at that, the poor Rioter who looks at it has to look through all the logs of the game to find where he was toxic, and he might miss it entirely. If I report him for being toxic and say he called me Hashinshin in post-game, that gives the Rioter a very specific thing to look for, and if he can't find it in the first couple lookthroughs he can control+F "Hashinshin" to find it.
