Wondering when riot will actually investigate an issue rather than just chat restricting based on a bunch of people crying and reporting.

Which issue? They're generally pretty good about keeping at least aware of problems.

Let's do some super conservative calculations first:

27 million daily players (true stat), we'll say each of them play 1 single game a day

27,000,000 games daily @ average of 27 minutes a game (true stat) We'll assume that only 5% of games (1/20) have at least 1 report

1,350,000 games @ average of 27 minutes 36,450,000 minutes of gameplay footage (607,500 hours)

Let's say that have people on staff that for 8 hours a day just watch replay footage; 607,500 / 8 = 75,937 employees(yeah, they dont even have 1/10th of that working at riot) required that for 8 hours a day, watch replay footage. ~$6 million dollars a day cost (and tons of resources) just to watch replay footage. 2.19 billion dollars a year to watch replay footage (LOL...)

Super fucking unrealistic. Now lets play with some real numbers to show you just how absolutely insane non-automation would look like;

27 million daily players, we'll assume the average across all players is actually 2 games a day, since some play 1, some play 3, or even more.

54,000,000 games daily & We'll assume that 16.6% (1 out of 6) games have at least 1 report 8,640,000 games @ 27 minutes a game

233,280,000 minutes of gameplay footage (3,888,000 hours) Employees work 8 hour days just watching reported gameplay footage 486,000 employees would be required @ a cost just shy of ~$40 million dollars a day 365 days * $40,000,000 = $14.2 billion a year just to watch replays.

No, just no.
