One thing I have had an issue with about blingpick queues

Lately I have been having an issue with one thing with blindpick. I will call a roll (usually jungle right now because I am trying to practice it) and I won't lock in as I wait to see what the rest of the team goes in-case I need to switch who I pick, like it is quite common for me to switch from a bruiser or an assassin to tank or vice versa, well lately I have been running into a problem where jerks will say something like "you didn't lock in so i am taking it" or they will take smite and switch to a jungler and I mention it and they will say "well you didn't lock in". I will admit I break the rules in my way of handling it though because what they are doing isn't punishable and i think what they do should be punishable, I dodge the queue the moment they do that because I would rather take the penalty then to play a match with someone like that.

Please make actions like they have done punishable, having someone do something like that ruins the game for whoever they do it to and more then a few times turned a good morning where I had just woken up sour quite fast.
