A thought about account value

Many of the negative players I've met (the really negative ones) have multiple accounts or bot to 30. I think that there should be some value in keeping the same account for years and logging into it every day. Not a monetary value or whatnot, but some kind of way to deter people from just creating new accounts. The people that run around botting to 30 to ruin games is probably smaller than it seems, and I do appreciate the new honor system. But the ones that really ruin games are the freshly made accounts that have names that suggest they are smurfing. I think if a player never buys skins there's no value to his account that can't be gained through botting to 30, and every co op vs ai game has 3+ bots that I know are bots because they hide behind the second minion in every minion wave and follow that pattern all game. I love everything about the game except for being stuck in games with trolls that enjoy ruining games to get back at riot or feel important or whatever. While I can ignore them, other players don't and give the trolls exactly what they want. Since I cannot control other players, I cannot control the trolls. I don't have a clue as how exactly to create an environment where players try to win (you don't have to win) but I feel like the punishment system has become a joke to the truly toxic people, the ones that are toxic for no reason than to laugh at the misery of others.
