Stop making my reports mean less, then putting me in a queue with noticeably toxic people that either flame all game, troll, and/or feed.

Where is your evidence that your reports are worth less?
Or that you are being intentionally queued with toxic players?
Neither of these are true. Report weight hasn't been a thing since tribunal, because the automated system has all day and night to review cases and doesn't get tired.
Matchmaking does not have a "prisoner's island" like you describe either. Riot has explicitly stated they do not wish to pursue that idea.
You.. haven't been updating yourself on the behavioral system have you?
