There was a storm in my neighborhood so I'm just sitting here with my phone typing up this stuff and it made me disconnect from an URF game and I'm still dying to find out if I have leaver buster or not.

If you don't have a history of leaving, you won't get hit by leave buster. It recognizes that people have shitty connections every now and then. I used to get disconnected by my ISP once every few months and every time it rained because they had fucking shitty ass service for a long time (they had a leak in their junction box that caused shorts whenever a drop of water fell from the sky). I only got hit by leave buster once in that time.
You get a few free strikes before leaverbuster kicks in and punishes you, to handle exactly this sort of situation. Power outages happen sometimes, and that sucks. Riot understands this, so yeah. A few free strikes before actual punishments are handed down.
If this id's the first time you left a game, don't worry about it.
The system has some leeway built into it and does punish people for 1 time offense.
However, if you've had a history of leaving... then God help you.
Speaking from experience, if leaving games is not a reoccurring theme within account then you should be okay. You may receive a warning, letting you know that leaving games could result in you being punished, but if you're not a repeat offender then you should be okay.
If you rarely leave you are fine. I have lost power in games a few times, and there is usually just a warning. Life happens sometimes, and we all have to occasionally leave a game, so there is no punishment as long as you don't make a habit out of it.
This is why I don't play during storms anymore, as I used to try and would lose internet too often and eventually got a leavebuster as I left a few in the week.
