TrulyBland4 votesApart from the fact that I still haven't seen confirmation that pre/post game chat isn't covered by the automated system, the actual fact is plenty of people are banned based on manual review. There's even currently one thread on the front page about somebody that was manually banned. And on top of that there are specific examples of people that were banned upon manual review because they were waiting for post game chat to start flaming. Mostly automated? Sure, probably. But 100% Automated? Simply false.
KVbqbFsC8e3 votesManual reviews are triggered by tickets sent to Support. It has absolutely nothing to do with what someone sent in their report description, and the entire post-game report system is in fact 100% automated.
TrulyBland6 votesSource? They've been sampling cases since fucking ever. They were sampling cases when (player driven) Tribunal took care of stuff, they samples cases when started the automated thing, etc. etc.
Why should they stop? Sampling cases is the best way to make sure the system is even still working properly. It's also what helps the system learn new patterns to watch out for. Which is why it would make sense to (on top of random samples) specifically look at cases where people are repeatedly reported, but without the system being able to find anything to punish. Even more so cases where people also were helpful enough to explain precisely why they reported somebody.

TrulyBland11 votesIt still wears down your standing with the system, making it easier to get banned for more toxic behaviour. I haven't ever seen somebody get banned only for saying "gg ez", but it is a factor considered by the system.

You'd have to be extremely toxic all the time for "GG EZ" to actually put somebody on watchlist. You get the same BM whenever somebody presses ctrl+6.

There might as well be a language spoken in ctrl+6.

I've reported every single one of them and actually have gotten back a little message saying thanks for the assist. This "gg ez" thing is one of the most toxic things going on in League right now. They need to change it like Overwatch does. Takes lessons Riot, thats how you solve a problem.

Like one time i went against a bot duo, They got a double 6 mins in and damn the "ez"'s come though. But at end game we still won and that's same bot lane waste silent... Never seen a ban purely for "gg ez", but it counts as negative behaviour and is noticed as such by the system. Ultimately it might be the last straw that gets you punished.

Can't be objectively true, since it's essentially an opinion. Even if it were true, there's no reason to say it. You don't go ahead and point at every overweight person you see and say "Look, a fatty!". At least I hope you don't. If you don't have anything nice to say, sometimes it's better to just not say anything at all.

That can be used as an excuse for pretty much every kind of negative behaviour in chat. Ultimately, if you want to make a joke based on something that could offend people, you have to make sure you communicate that in a way that people understand it. Sarcasm in plain text is difficult to apply. Saying things like "j/k" helps.
Is gloating not allowed?
A bit of a too general question, but ultimately the answer is no. Show grace in defeat and humillty in victory.

Why wouldn't you? It's not that common a phrase, so the system might not pick it up immediately, but it's the same idea. But as said... getting banned purely for saying "gg ez" (or "Good game, that was easy") is pretty difficult.
