something similar to that singed support player, does this deserve a ban?

had a match with this person as a teammate, he goes kalista support and feeds everygame. he doesn't run it down mid and actually attacks people, but seems to make purposefully stupid decisions resulting in a death. not only that, but he is toxic and resorts to mom insults when people say to report him (at least in my game) his winrates with other champions are fairly high and he's decent (for silver) when he actually tries. seems like he deserves perma.

thoughts?

Either a garden-variety troll or a legitimately terrible player.

This part is not reportable -- unless he's intentionally feeding or intentionally trolling his allies, he's allowed to play off-meta. He's even allowed to be bad at it.

This is reportable, and will likely result in repeated punishments and an eventual permanent ban if he keeps the behavior up.

This person doesn't seem to be interested in support, has low CC and vision control, and has only one method of helping you escape (after lvl 6). So there is some potential for support, but not a whole lot. Permanent ban on her seems kinda harsh, I'd say. I do find her chat reportable from that game (from what you've said).
