Take my words with some pity, english is not my native. But i do try my best. With that. here Goes some Questions and minds of mine.

1: Boosted. What is this new thing? am i new to this, or is the old "noob" thing replace with this, that if you play in a higher leauge above silver and play bad or get outplayed fairly, you are boosted? like every single game these days seems to have at least one that claims so. As far as i remeber back in the day. Riot took this notice of someone boosting someone else very seriues. So has it become a thing again riot forgot about? or is it just the kids and flamer learned a new word other then "noob"

2; can i report someone for calling me "boosted" ? since i do get pretty offended over it. 5 years of play, and someone think i brought myself to these levels of play? let alone ranked leagues. Call me a bleeding heart if you want, but imagen if someone calls you a whining heart and stop crying after you came home from 5 years of war in the east. you have the right to be offended, but do you have the right to report someone for it? and is it even considered a valid report by the Rep-system?

Legitimate boosting is still taken as seriously as you remember. Boosters and boosted accounts are banned frequently, even moreso near the end of the season.

It has become some kind of "insult" that people can throw at you for mistakes, so in that regard your perception is correct. I don't really take it to heart, but if you do then simply mute them and report them at the end of the game. It's still unsportsmanlike and negative and they shouldn't bring that kind of behavior onto the Rift.

The real problem with boosting isn't people calling you boosted. The problem is when smurfs and elo boosters go on 20 of 50 game winning sprees stomping games 20/0/1 that normally should have been lost. It may not happen every game, but it happens often enough to matter.

I think its used more as a joking term, similar to noob

Like I know alot of people use it when you misplay something or the enemy does.

"Lol X Champion is boosted" or "that flash was boosted"

It essentially means Bad but in a comical way. However some people use it in a harsher way that IS reportable such as "this mid fkn sucks hes boosted"

Rule of thumb is, if you are offended by it you can report. It won't necessarily do anything but the way the system works is that it decides what is acceptable or not based on how often it was reported. So if enough people in EUNE report "boosted" frequently, the system will accept it as a negative term and start handling out flaggings accordingly.

That said, if you're the only one doing it the system will flag you as being out-of--touch with the rest of the community and your reports will have less weight.
