is it a bannable offenses to stand around in a game of league and not do anything

Okay so I was in a game playing league. We had a Zyra who just stood behind the turret the whole laning phase and only left the turret to go back to base. After the laning phase ended she stayed bot(she remain 0-0-0 till 30 minutes). When their singed was pushing she just stood behind the turret dancing making no effort to stop it. In team fights she stood in the back which is normal but not using any of her spells. Its frustrating since we could of won the game but she did not participate or put any effort. So what I am trying to say she didn't do anything the whole game is this a bannable offense.

AFK'ing typically results in Leaver Penalties, which is an automatic loss (even if your team won) and a Low Priority Queue. Continued leaving despite a high LPQ may result in more severe punishment (a ban) but it's not common.

The game also detects if they are not participating, rather than strictly disconnected/no actions. Even if they are moving around and typing your AFK reports will help the system build a case of their behavior trends so they can be punished.

if she was not afk then its allowed im guessing if at most she will get a leave buster

Of course it is. According to the summoners code, at least.
