Because they are not being verbally toxic. That's all Riot cares about.
Throwing isnt against the rules. Ive thrown games before and admitted to it before. It was a mistake. Riot should bar me from playing their game because my macro skills are that of a bronze player? Youve never thrown before? Why would they ban for that? There was someone in a thread who would INTENTIONALLY throw games, and he got banned for it.

Its one of those. I think the 10 game chat restrict one. You gotta read into it, because he was getting chat restricts mistakenly because players were reporting him for both comms and griefing. A red comes in and explains it. After some investigating (because remember they have to actually take the time to confirm these things, as no automated system could be made to accurately determine intent, unless its SO blatant) they got to the right punishment. Sucks that so many people seem to get away with it, but it cant be an easy thing to moderate with millions of players of varying skill levels.
