Can support get punishment for farming alongside Marksman ?
Is there any official RIOT information that support can not farm ? Dudes gets enraged when support takes Creep. Where there any instances when support got punished for it ?

no, there are no instances of rito punishing anyone for creep steals; it's just very heavily looked down upon for a lot of the reasons people have already mentioned. if you want to be a good support you don't steal minion kills, it helps absolutely no one and brings your adc behind. adc need a lot of gold to buy items in order to stay relevant and deal lots of damage, as per their name.
as a support you should simply build a support item like ancient coin which will give you gold when your adc kills a minion. you can also buy a relic shield on a tankier support, so when you kill a minion you give your adc health back (in which case they will ask you to kill a minion to do so, or you should just know the right moment as a good support). supports job first and formost is protection of their adc early game and warding. eventually they should be building support items in the late game that benefit the entire team
Lets just say there is a reason you have a 32% win rate over your last 20 games. If you want to support, play as a support not as a gold starved mid/top laner.
I mean, the punishment would be your ad carry getting behind in gold, meaning you lose teamfights, so yeah there's a higher chance of you losing the game now.
The supports job is to SUPPORT the carry. Not steal the adc's farm. Unless you want your adc to be weak in the mid/late game, do not steal his farm. You're probly the kind of guy that steals half his adc's farm and then bitches at him later on when he cant do any dmg or kill anyone lol ive seen it happen plenty of times. A few cs wont help the support with anything. Unless you have a relic sheild, dont touch the cs. Only thing you should do is hit the ranged creeps 1 time each when they get under your turret, so the adc can last hit it. Im just going to assume you're in bronze if you feel you have the need to take farm from the adc. You dont need it. Supports are designed to be gold starved and still be effective. Get it, learn it, do it.
Adc scale very well with gold. Meaning you want to feed them kills and farm because it makes them insanely strong. Supports are designed to function on a budget. They don't use gold all that well. But they can build support items to get extra gold from being in a duo lane.
Taking farm is bad. Damaging minions to shove the wave into tower fast to either dmg it or back safely with a resetting wave, is good. But try to just prep the minions, don't kill them.
All of this means that supports actively farming hurts the team. And is therefore seen as trolling. Reportably.

Supports operating on a budget and feeding everything to the marksmen is just a META tactic.
Going off-meta is not a punishable offense.
However, there is a fine line of off-META strategies and intentionally griefing. The key is intent.

But taking cs from the markman is a good way to get a flame war going that will get somebody punished.
no, the minions / monsters are in the game to be farmed, there are no rules saying only a specific class is allowed to farm them.
theres only a few times farming can get you in trouble and that is if you are doing it with the intention of assisting the enemy team (exsample: be out farming jungle while enemy are pushing for nexus) or if you are doing it with the sole purpose of screwing over a team mate (not takeing it because you belive thats what is best for the team but rather to intentional put a teammate behind).
however, it is far from a good idea for the support to take farm away from the adc, but thats another topic.
There are exceptions of course. If minions are just dying on your tower or just dying in general and there is no one else around to claim that CS I say go ham, otherwise it's wasted gold.

Unless you're only procing Relic Shield, you are really hurting your laner. You are, literally, working for the other team at that point, by doing their job for them and starving your carry of gold.
Buy a gold gen item and do it the right way. Hell, the coin line is super OP right now. Pick up one of those and let your carry do their job.
