SOOOOO is the tribunal ever going to be fixed
So the tribunal has been in maintenance for a while and it really doesn't seem to be making any progress*[slayer-jinx-unamused]*

No.
Tribunal wasnt banning enough people because the people reviewing the tribunal were wctual people, capable or understanding context, basic human emmotions, and being able to show empathy. In the tribunal if you say a teammate tell the person being reviewed "i hope your mom dies from cancer and you kill yourself from grief" and you responded with "your a piece of shit go fuck yourself" youd get a pass.
Not on lytes autoban bot.
The message saying you were banned by the tribunal has been delete and replaced with a fuck you message. I got banned for starting ranked again and climbing to my previous elo.
Wait so if its an automated system is there even a point to filling out that little text box as to why you're reporting that person? Its not like Riot has some kind of advanced AI that can understand what I'm explaining.
Nope too expensive! ;P
Tribunal as we knew it has been replaced by the automated system. Even with the Tribunal live I believe a vast majority of players (I mean well over 90%) were punished, and people were constantly on the old forums whining about how people just spammed punish without reviewing the cases. Ever since we switched to an automated system the number of cases I've seen Riot overturn has been in single-digits, and almost as many have been escalated to permabans from lower offenses. I remember at least one person went from chat restriction to perma thanks to whining and asking Riot to review his case, only for them to find he slipped through the cracks.
When Tribunal comes back (likely some time after the new client) it will be more for evaluating all types of players, positive and negative, and being a reward/punish system that augments the automatic system rather than replaces it. A vast majority of cases will still be taken care of by the instant-feedback system. Until then Riot and the Player Behavior team are more focused on improving the accuracy of the automated system (which as I said is already extremely accurate if not lenient).
Why worry about making something for people to do when a machine can do it more efficiently?
lets see its been how many months........yeah its pretty obvious by now that tribunal is either soon(tm) or not gonna happen ever
(soon tm means as soon as we get around to it which will be somewhere between later today and never)
