Question about report backlash
So riot has made it clear that asking your team or enemey team to report someone on your team is harassment . My question is does this apply to afkers to, ?

Yes. There is never a need to ask for multiple reports. 9 reports in one game are the same as 1.
I think it's kind of silly to consider any report request regardless of context harassment but I agree that in general, people asking for reports tend to be abusive so I guess I understand it. It's just a bit ridiculous when someone is so clearly out of line and merits reports that somehow acknowledging reality and asking for a report is some grave offense. I suppose in Riot's world, if someone is mugging you, you should stay quiet till he's done and then call the police to whisper about what happened. Shouting "I'm being mugged! HELP!" would be "verbal abuse".
