my brother told me of this weird game and i am wondering if all 10 could be banned
all 10 players stayed in base just chatting friendly with each other for an hour before they started playing
noone was being toxic with eachother

Leaver Buster would flag them automatically whether they're reported or not, so that's an issue, but if literally all of them were ok with that then if they got banned it could get removed manually.
leave buster would only get them if they were afk, moving every now and then keeps it from flagging you.
All 10 players, means yoursel too :D So who would report the others? The reporter himself will get banned too.
Nobody could really be banned since, if everyone was allowing it, then there shouldn't be a complaining party. As long as the automatic leaver-buster didn't kick in, there would be no record of infraction unless a player decided to report afterwards. If someone did decide to report another player(s) in the post-game screen, then the report would probably go through, but an appeal would quickly show that hour-long chat was permitted by all players since nobody initiated the game.
