Can't intentional feeding be a perma ban?

I was playing my promos in D3 then this caitlyn decided to do everything in her power to make us lose after 1 death she got. That was in diamond 3. She talked the entire game about how good she was and how she didn't care because it was a smurf.

Can't that be perma bannable on the first offence?

nope it goes up to 2 week and then perma but it took me almost 200 games of straight up inting for a 2 week ban

Maybe she's playing on a boosted account and just can't play at a diamond level
