The difference between hate speech and verbal abuse

i've recent had a friend who had a 14 day ban recently who got banned duo to the word "%%%" he said this in a joking manner and too a friend no less. He meant no malice intent to the friend and only did it in a manner to be funny. many of you guys will say it was due to riots "intolerance" to the word policies but i know that this dude has said much worse shit I've seen much worse shit and I've played with much worse people who have said much worse then the word %%% in a game. so heres what i don't get if riot has such a no tolerance policy towards hate speech why do they do little to nothing about regular verbal abuse. if you do verbal abuse its just a chat restriction.You say something like %%% in a JOKING manner to a friend and it comes off like you just fucking flamed your whole team and fed the game. i think there is injustice going on here because the dude had a clean sheet since he started playing and has said much worse things.
