There are some rules where is very clear stated what can be elegible for being punished. With such set of rules there are some dedicated to what is not acceptable to be said.
Tho, there is no rule prohibiting anyone of saying whatever they want.
With this in mind, i do not understand why you created this thread because is completly true what you state in the subject.
