I mean

I had a ziggs go adc bot. I mean that's off meta af. No communication. Not a single word all game. Didn't explain why he messed me (supp) up. We won still, but apparently that doesn't matter. He should be banned according to the current policy.

Hell, there isn't even a report for not communicating button so how can someone be banned for it?

In the current popular example;

This isn't like you picking a weird champion for a role. You are still playing the role. You're not forcing one or more members of your team to completely change how they fundamentally play in the game. This holds true regardless of which champion they do it with.

If you pick Ziggs ADC bot, I can still treat you like an ADC bot albeit with more utility and less scaling auto damage. I can still play support like a support bot lane.

But if you pick ADC Ziggs bot, but leave for the entirety of the laning phase, I obviously can't play bot-lane support anymore. There's no one there for me to support. So I'm forced to play to a completely different tune.

First off, Ziggs bot lane actually isn't that off META right now. During 7.2, he was the highest win rate in bot lane of any champion, and was becoming increasingly popular in all ELOs. Why? Because he does an ADC's job, but better. Before the Lethality buffs, he was META, and even with them, according to http://champion.gg/statistics/#?sortBy=general.winPercent&order=descend&roleSort=ADC , if you look at the ADC's on the bottom, he has a 54.05% win rate, third of any bot laners (Twitch and Kog'Maw being above him at 54.26% and 55.37%, respectively).
