I've basically muted everyone and have not talked in the past 2 and a half months and am still unable to climb out. I don't understand why the most basic honor level is dependent on other people honoring you? Like shouldn't being non-toxic be enough for honor level 2. Except they expect me to suck these fuckers' cocks for honor points. Not talking should be enough to get level 2.

The honor system is designed to recognize honorable behavior. If you are reported validly, your honor progress can slow, up to the point where you may not be progressing at all if you are getting a level of reports that is barely below that which is necessary to be punished.
Furthermore, getting honors from your team is certainly not necessary to progress, but you will find it quite slow without getting any ever. It should not be your goal to not talk in chat - good teamwork, including good interactions in chat, is honorable. While it’s not dishonorable to not chat, it certainly would help to show you are able to and willing to have polite, helpful conversation with other players in game, and that’ll likely also result in more honors for you.
The honor rewards are for being consistently positive. If you're being studiously neutral, you stay out of trouble, but you're not exactly doing your part to make things better.

I got to honor level 3 ( from starting point of 2) by not talking at all on one of my accounts. Well.....worse comes to worse.....honor resets for everyone sometime in Jan.
So has anyone answered the question in the title??
There are other ways to be dishonorable besides chatting... AFKing, Inting, Trolling, ping spamming, etc... non verbal dishonorable behavior keeps you in dishonorable too, not just dishonorable chat.
