@Riot Player Names (Not clickbait)

I know that a name I want is on account that hasn't played since at least May 1st. They're at level 30, 0 mastery points, 0 honour, etc. I assume this isn't just a dead account, but a permanently banned one. Since it's been so long, is there a way that I can use that name? I don't want to say it here, but I figured I could get some feedback/reasoning here as to if I can send in a support ticket to get this figured out, or if I can get a reason as to why this isn't at all possible. Thanks.
