well, the point of botting is to sell those accounts.
Riot typically run ban waves, some get caught some fall through the cracks. It makes it harder for bitters to know what got caught.
Even if they were sold, Riot still bans those accounts later. Though keep in mind, botters will always be ahead of the game, as they are the ones initiating, and Riot is constantly playing catch up.
