so this mofo lags and picks singed as our bot adc... then tells me a support veigar to go damage so i do.. and he constantly has ping above 2k...disconnecting ect. then my team expects me to carry 1 v 5? wtf is low elo.
Can you? Sure. You can report anyone for whatever reason you want.
Will it result in a punishment? No. Technical issues happen. It sucks, but it happens, and it's not against the rules in any way to have computer or network issues.
