How many players does it take to report and get punished per game?

Case: I had an ekko this morning say he was going to report me. The reason was he was mid and I was jungle and because he kept dying mid he blamed me for not ganking. The problem was he kept pushing his lane far, had no wards, so lee was ganking him often. I was very busy trying to help bot and top who were doing way worse than him.

At the end, because we lost, he said he was reporting me... In after game he told the enemy team to report me but they refused. They knew I tried in fact the top enemy laner riven said NO HE GANKED TOP 5 TIMES!!! Riven still won that lane but I really tried to help the other lanes more cause they were dying like seconds after returning to lane and I felt ekko could rewind to escape/played safer, the other lanes had no escapes really. I turned many fights around top and bot, but it wasn't enough for a win...
